Mr. S.N.P Sinha Advocate the practicing in Samastipur Bar was elected secretary of the college, who after resuming the charge requested the Managing committee of the Samastipur Club, Samastipur of which he himself was a member (now president in the club) to provide some accommodation in the club premises for some time which was agreed by the Managing committee of the club and on 09-09-1978 in the room the inauguration of the college was done by Md. Gulam Sarwar the then Minister of Bihar and the first student Neelam Sinha D/O Sri S.N.P Sinha, Secretary was enrolled in the college in LL.B. Part I, who has by now retired as Teacher of K.E. Inter College. She passed LL.B. with flying colour. She is double M.A and authors of several books. On several occasion she has participated in debate and functions. She has volunteered herself to give her all possible. Assistance in achieving the Mission and goal of the College.

Mr. S.N.P Sinha the founder Secretary has been continuously elected secretary of the College by the then Managing committee and also by Present Governing body as such even today. Though he has completed 87 yrs of age (born on 23rd July 1930) is still a serious practitioner as Senior Advocate in the Patna High Court. He is also a member of the Hon’ble Supreme court.

After shifting his practice in Patna High court in 1980 he contested the election of State Bar Council and continued as member of the B.C.I in the year 2004 and was elected Chairman of BCI in the year 2008 and completed his tenure as chairman of BCI 2010.

During the member of Bar Council of India he has the occasion to inspect several Legal Institutions and several worldwise Lawyer’s conferences in several parts of the world like England, Scotland, Australia, Newzealand, Africa, Kenya, Egypt, entire Pakistan states including the Pakistan Supreme Court etc. He had also the occasion to address the barristers in London Bar Association where he was greatly appreciated.

Besides Mr. Sinha visited and inspected almost all the important Law Institutions in the Country.

Mr. Sinha for the development of this institution he has donated Law books of the Library worth Rs 10,000/- in the year 2001 besides this he has constructed the main gate in the name of his grand father and grand mother namely Late (1)  Chairman Lal (2) Jagwali Kuer
(3) Parmeshwar Dayal and Late Saraswati Devi worth Rs. 1,45,000/-

It, may not be out of place to mention that Mr. Sinha, who had been the member of Samastipur Club Samastipur got 1 Acre land of the club leased for construction of the college in 1999, when Late Dinesh Rai “Deen” Advocate was the secretary of the club. Thereafter with the help of the founder Principal incharge late Parma Nand Choudhary @ Binobajee and Sri Sheo Chandra Prasad Rajgrihar, Advocate and others collected and donated some amounts to the tune of Rs. 1,00,000/- in the year 1978 and by the same fund constructed five asbestos rooms for running the college. Time passed and during the period from its own fund the Institute has constructed pukka building Ground floor existing of Principal’s Chamber, Administrative Block and Class room and Indoor.

It May not be out of place to mention that Sri Ram Nath Thakur the M.L.A of Bihar Legislative Assembly now member of Rajya Sabha got the first floor constructed from his fund, thereafter late Basudeo Singh the then M.L.C and M.L.C Roma Bharti also donated funds from their funds in which Library, Moot Court room, guest room have been constructed. In the year 2016 and 2017 with the co-ordiantion of all the Hon’ble members of G.B., Principal, Teaching and Non-teaching staffs Institution has purchased an area of approximately 4 acres till date in village-Chakshyam Nagar (Nayamatganj), which is close to the Municipal area within a distance of 7 Kilometer from existing College and talks are going on for purchasing more land adjacent to the purchased land connecting the Samastipur-Gangapur Road. The cost etc. incurred so far in purchasing the aforesaid land comes to Rs. 1 Crore approximately.
